There's no rule saying the Doctor can't show up on the American side of the Pond. He certainly did during the Nixon era.
That was sort of the point, even if our heroes didn't get it. He can show up wherever/whenever he wants to.
But, of course, this isn't -- and can't be -- a Doctor Who comic, even if I might throw the police box in here and there.
